Trai tightens quality of service norms

Mumbai: Notwithstanding opposition from telecom companies to the new quality of service rules, the regulator has gone ahead and directed them to submit compliance reports with effect from October 1.

Telcos had termed the new service quality rules set by the regulator as stringent and said they would increase their cost and compliance burden.

The Telecom Regulatory Authority of India ( TRAI) had also held a meeting with the service providers on August 21 to discuss the key aspects of the regulations. The last date of submitting the inputs was extended to August 27.

However, “the Authority has observed that the service providers have not submitted their input, by the extended date of submission,” TRAI said in Thursday’s notification.


Last month, TRAI had released tighter quality norms around 4G and 5G networks, increased the financial penalties for not meeting benchmarks and directed telcos to compensate mobile phone users with rent rebates and validity extensions in case mobile service outages continue for more than 24 hours.

On Thursday, the Authority issued the prescribed format for submitting the performance monitoring reports to be followed by wireless and wireline access service providers who shall be reporting to the regulator within 15 days after the end of each quarter.

The new parameters released by TRAI will be used to measure quality of fixed, wireless and broadband services, with an aim to reduce instances of call drops and improve quality of telecommunication services for consumers. The new regulations come into effect from October 1.

To achieve time bound action on quality of service (QoS) related issues, TRAI increased the financial penalty to Rs 1 lakh from Rs 50,000 earlier for not meeting the benchmarks. The regulator has also introduced a graded penalty system of Rs 1 lakh, Rs 2 lakh, Rs 5 lakh and Rs 10 lakh for different scales of rule violations under revised regulations.
